Vanishing
into thin air

MILLIONS of shillings earmarked for the anti-Aids
programme have disappeared into thin air, it can be revealed
today.
This sad development has emerged as Kenya, which is fighting
a calamity of immense proportions, seeks Sh14 billion to manage
its HIV/Aids control programe. This is almost two percent of
the national income, and is the amount the country has desperately
sought from donors in the past ten years to fill a shortfall
in public spending, according to economic analysts.
A special report in this issue, The Death of a Village, gives
a glimpse into the depth of the HIV/Aids destruction in rural
areas, yet efforts to contain the killer disease are being frustrated
by a clique of individuals out to cash in on the meagre donor
support.
Among the beneficiaries is a former Eldoret mayor, a serving
provincial commissioner and individuals once close to the previous
Kanu regime.
The fraud is a further dent to donor confidence in Kenya’s
anti-Aids programmes and could threaten future funding of projects
meant to reverse the effects of the killer disease that claims
upwards of 500 Kenyans daily.
